Summary
Since the end of the cold war, crises in the international arena have become more complex, involving a multitude of actors and issues. This has necessitated developing a more comprehensive and coordinated way of dealing with these crises and their complexities. The central theme in MNE 5 will be a whole of government or comprehensive approach. This paper seeks to define and describe the Comprehensive Approach concept with particular reference to the management of international crises involving stabilization and reconstruction (S&R) efforts. The purpose is to describe a conceptual approach to the prevention, mitigation and resolution of international crises.
