Summary
This thesis and wargame addresses the question "Can the use of air capabilities in Romanian mountainous terrain be effectively represented in a competitive wargame to train the Romanian mountain brigade officers and battle staff on airmobile mountain operations?" The Romanian Land Forces lacks an understanding for the planning and conduct of helicopter-supported operations within its borders because of the absence of military publications and manuals regarding airmobile operations. The desired outcome of this wargame is to provide the brigade officers and battle staff a better understanding of the military environment. Through the use of this wargame, the brigade planners will understand how to use the air capabilities in mountain operations, what the limitations are, and what factors should be taken into consideration while planning airmobile operations in mountainous terrain. By playing and analyzing many serious wargames, appropriate mechanics were identified and used to create the Carpathians' Eagles wargame, using the traditional wargaming formula of space, time, assets, and resolution.
