From document:"The technique of the tactical war game , i.e. two-sided exercise without troops or forces, is not new. In fact, the Navy has used them for some time in their study of antisubmarine warfare, and, as I recall, has got a complete war game set-up in Halifax in this connection. I understand this technique is also employed by Air Defence Command in the US and has been developed to a very high mechanical standard with the aid of elaborate computers, etc. On the land side, one of the early exponents of this technique was the German Army and I believe their advance into Russia in 1941 was war gamed before it took place. The major difficulty in developing this particular type of war game for land forces has been the provision of a realistic set of rules. Amongst the early English writers on this subject was H.G. Wells, who, in his children's book "Little Wars", endeavoured to set out a very elementary set of rules. I understand Livermore, an American , wrote at the turn of the century on this subject."
