From document: "The National Security Study (NSS) is a seminar exercise in national policy formulation and military strategy development as well as force posturing and budgeting. The study considers the 12-year period immediately subsequent to the current year. The NSS is divided into 6 distinct phases, each of which seeks a separate objective: (1) Phase A deals with the formulation of US national objectives and perceived threats to national security. (2) Phase B departs from the national viewpoint and concentrates on military aspects only. (3) Phase C, an objective force is developed for the 12-year period to support the formulated military strategy. (4) Phase D introduces a budgetary constraint for each of the 12 years of the exercise. This constraint provides nominal inflation and real growth factors. (5) Phase E consists of analyzing the study solution and preparing a briefing to simulate the defense of the programed force before Congressional Review Hearings. (6) Phase F simulates the Congressional Review Hearings by allowing the seminar to defend their position to selected civilian guests during the annual National Security Forum at the Air War College. The National Security Study is supported by the Force Posture Model. This computer-assisted model is designed as an aid in estimating long-term financial obligations associated with alternative military postures. The model generates cost projections required to provide yearly total costs at the national, service, mission element, and individual weapon system levels. The FPM computer -system consists of independent batch and time-sharing programs that share a common data file for storing and retrieving force posture data. The batch program was designed to load from cards the base case, objective force levels, and first cut at the programmed force and provide output as required for analysis. The time-sharing version is designed to be used for "fine-tuning" the programed force, permitting alternative appraisals, and responding to crisis management iterations. During the fine-tuning phase of the exercise, batch summary output is provided after each seminar time-sharing session."
